Why not just go with Winlink 2000 and not bother with any other method? Because you are dreaming if you really think that in the next Hurricane Katrina or New Madrid earthquake that there will be enough of those expensive systems in place to be useful within the “last mile” of the damage area.
This alternative (a radio and a computer with a soundcard) is realistic, cost effective, simple, and has a far greater potential than Winlink 2000 will ever have. That same ARRL committee that recommended a continuing education course for Winlink 2000 also made this comment about emergency preparedness and redundancy.
